There is a council in place that runs Virginia Beach council. The people of that area go for elections and elect representatives of their choice. Each district within the area gets to have a representative. The representatives form a Virginia Beach City Government which is in charge of the happenings in relation to the area.
The elected members are eleven in number. Each term is four years long so members are elected to stay for this period before general elections are carried out. Election Day is usually on the Tuesday that comes after the first Monday of each November of an election year. Members of the county who vote have to be registered voters.
Seven members represent seven districts and are required to reside within them. These districts are Lynnhaven, Bayside, Centerville, Beach, Princess Anne, Rose Hall and Kempsville. The other four members are the mayor and three more elected members. These ones are not required to reside in particular districts so their status is known as being at large.
Before a formal meeting is convened the members hold an informal one first. Each meeting has an agenda and it must be made known to the public first. It is this that determines how long the meeting shall take. From this they decide what time the meeting will start and how long it will take. This is why it is a must for them to have the agenda set first. The public get to know the agenda in advance too.
The council airs each meeting live on cable. They also have reruns for the same. This way everyone gets a chance to follow the proceedings making everything public. That way everyone gets to know what decisions are being made concerning the public. With the reruns they also make sure that everyone gets to watch the proceedings at some point and no one is locked out.
For those with physical, hearing or visual impairments who would wish to follow the proceedings someone is there to cater for them. These people need to inform the clerk in advance and he will make the necessary arrangements to have them accommodated in a manner that they are comfortable with. That way all members of the city are aware of the proceedings.
